After a  prolonged  period  an opinion leaders meet was organized by the KMB CRDA SSA administration  on  21/01/2012  at the GM/BSNL/KMB Chamber &  it was presided over GMT / BSNL / KMB.
Sub: Shifting of GM office / KMB  from the existing Rental Building.
GMT/KMB stated that by the way of shifting of GM office an amount of Rs 2,00,000/- may be saved per month. And he stated  that NO DRAFT PROPOSAL is available with Administration at Present.
Com.G.Kabilan  DS / KMB  &  Com.E.Rajasekaran DVP/KMB participated with the meeting. All service association/union of KMB  SSA had participated. We on behalf of SNEA / KMB expressed our views regarding  shifting of GM office. We   expressed strongly to utilize all IQs in KMB for conversion as part of GM office. Finally  the following decisions were arrived.

1.   Vertical Expansion of MBM Building

2.   Acquiring  first floor of STR building after making suitable rearrangements to the existing  officers / office

3.   A committee comprising of  representatives from all service association / unions  to study the GM office shifting work

4.   Usable furniture  available at GM/KMB office may  be  diverted to the needy  places

5.   Disposal  of  unserviceable  furniture /  very old files from GM/KMB office before shifting

      Draft  proposal  of administration will be  given  to  the  committee &  the  committee is expected to study  prepare a  report  & submit to the  administration  within 10 days.

Full Dharna in from of O/o GM - BSNL - KMB on 20/01/2012 from 1000 Hrs by  UF of BSNL Executives ( SNEA(I), AIBSNLEA & AIGETOA ) to oppose the BSNL Mgt decision for outside recruitment  at Sr. DGM Grade making it as a functional post above DGM by diverting our promotion posts which is against the provisions of the BSNLMS RR.

LDCE Exam Chage of Examination Centre : After much persuation the issue of change of examination centre ( On account of inter circle transfer ) was finally agreed by the O/o GM(Recruitment) w.r.t LDCE from JTO to SDE on 4.3.12. We are thankful for their gesture. Recruitment cell issues letter to those seeking change of exam. centres. The last date for seeking change of exam. center is 25.1.12.

Provision of another option to Non executives to switchover to revised IDA pay scale from the date of promotion between 01.01.2007 to 07.05.2010 ---.

The TTAs promoted to JTOs in dept quota during this period also may exercise this option. By this option, they will continue in the pre-revised TTA scale till the date of promotion and on the date of promotion they will be fixed in the pre revised JTO pay scale and then given the 30% fitment on 2^nd pay revision.

They may have to forgo the arrears between 01.01.2007 to the date of promotion in the revised IDA scale but they will be fixed minimum at Rs 21620/- (68.8 IDA+30% fitment). Last date of this option is 21.01.2012.

OCLAN of Karaikkal SDCA  parenting with Pondichery  BNG with a  bandwidth of 155 Mbps  have  been  Rerouted  to  Kumbakonam BNG  with  a bandwidth  of 1GB through GE Port  with no disturbances  to the  BB subscriber  of  Karaikkal SDCA  within a short span  of  time. Cell Info Display is a NEW SERVICE offered to Corporate customer whose name will be  appearing  as  Cell information of Particular BTS instead of Name / Location of the BTS.

     The  meeting was jointly presided over by Com.E.Rajasekaran DVP / SNEA  / KMB & Com.R.Rajarajan DP / FNTOBEA / KMB.

10/01/2012_10:00_ From CHQ:

The JAC has given call to conduct demonstrations on 10.01.2012 on the issues of 3G roaming and refund of BWA spectrum amount to BSNL.

• It is known to every one now, that Airtel, Vodafone, Idea, Tata Teleservices and Aircel were providing 3G services in circles where they have not acquired 3G spectrum. They were providing the service by sharing each others spectrum.
• This is violation of license conditions and caused huge loss of revenue to the govt. DOT banned this 3G intra circle roaming.
• One estimation is that, this 3G intra circle roaming has caused Rs.20,000 crore loss to the government. This looting by private companies has to be exposed among the people of this country. 
• BSNL has surrendered its BWA Spectrum in most of the circles. Govt. dumped this non-standard spectrum on BSNL.
• Now money should be refunded to BSNL for the spectrum that BSNL has surrendered. It is expected that BSNL may get around Rs.7000 crore as refund. Both these issues are very important. << JAC Press Release >>

UF of BSNL Executives ( SNEA(I), AIBSNLEA & AIGETOA ) in a combined meeting on 04.01.2012 decided to oppose the BSNL Mgt decision for outside recruitment  at Sr. DGM Grade making it as a functional post above DGM by diverting our promotion posts which is against the provisions of the BSNLMS RR.

The meeting also decided to demand

a) Filling up of all the DGM Post from the BSNL Executives itself as thousands of Executives having the requisite qualification and experience is available within BSNL and

b) To extend standard pay scales of E2,E3, E4 ---- E7 as there is no justification for denying the same further as the pension contribution issue is resolved, BSNL is recruiting unabsorbed ITS at a higher scale and extending even pay protection who are getting all the terminal benefits from Govt. and recruiting more than double officers at higher level.
