Forum leaders meeting with Sri Anupam Shrivastava, CMD, BSNL: Forum leaders met CMD,
BSNL on 11.12.2015 and conveyed the decision of the Forum to observe 100 days
drive: “SERVICE WITH A SMILE” (S
W A S) from 01st
January, 2016 onwards. CMD very much appreciated the initiative taken by the Forum
and assured full support. Forum further requested to formally inaugurate the
drive at BSNLCO, all Circles and SSAs by CMD and respective CGM/SSA Heads. CMD
agreed to this proposal also.

Forum suggested another
marketing initiative, “Free call diversion from Mobile to Land line
and from Land line to Mobile”. Free
call diversion from Mobile to Land line can popularize and increase the usage
of landlines at residences and offices and solve complaints of Low Coverage, No
coverage and indoor coverage at residences, offices, buildings etc. Free call
diversion from Land line to Mobile on faulty conditions ensures that the
customer is not missing any calls to the faulty telephone.

GPRS/3G facilities to all the Executives
The management Committee of BSNL Board approved the proposal to extend
data facility to the Executives and authorized DIR(HR). As
soon as the minutes are issued, necessary orders will be issued. Earlier the
facility was extended to DGM and above only. The free data of 500 MB available
to 525 plan is extended to all Executives below DGM. Payment has to be made for
the excess usage. SNEA was pursuing the matter with BSNL management for the
last few months.

Salient Features of JTO(T) Recruitment Rule – 2014
- Vacancies under 50% Internal Quota will be filled up as under:
- Absorption : By absorption of Screening Test qualified and JTO Phase-I trained officiating JTOs.
- Promotion : Internal quota left after absorbing screening test qualified and JTO phase-I trained officiating JTOs above will be filled up through LICE.
- LICE will be conducted among employees in the pay scale of 13600-25420 or above with combined 5 years residency period in the pay scale of 13600-25420 or above and below the age of 55 years as on 1st July of the vacancy year provided they possess the essential qualification.
- The direct Recruitment to the post of JTO(T) may be done either through Open Competitive Exam or through GATE score or through any other method as approved by Management Committee of BSNL Board from time to time.
- The officials who had been appointed on regular basis under old JTO(T) recruitment rules shall be en-block senior to those appointed/regularized through new recruitment rules on regular basis.
- Screening test qualified JTOs on regularization have to undergo Phase I training as per new scheme and syllabus issued in 2009 and marks in the same will be used for determining seniority.
- The vacancies falling vacant under Absorption quota, due to retirement/resignation/VR/death/promotion etc will automatically stand diverted to internal promotional LICE quota.
- The candidates possessing degree/diploma in Mechanical Engg. Shall be permitted to appear in three successive LICE.
- The employees belonging to streams other than Telecom stream(viz. Telecom Factory, Civil, Electrical etc.) shall be eligible to appear in LICE in the Territorial Circle where they are presently working.

GS met Sri Mohammed Ashraf
Khan, Chairman of the Joint Committee yesterday and discussed about the submission of
Joint Committee report on a) introduction of E2, E3 pay scales replacing intermediary
pay scales of E1A and E2A, b) CPSU cadre hierarchy and c) first TB promotion uniformly
after 5 years. Chairman informed that the joint committee recommendations will
be submitted to CMD/BSNL today, 07.10.2015.

Congratulations to all:
Joint Committee recommendations on the agenda of
a) CPSU Cadre hierarchy and b) first TBP uniformly after 4 years to remove the
anomaly is signed by all the Committee members. We thank Sri Mohammed Ashraf
Khan, Chairman of the Jt Committee to complete the task in time.
The Joint Committee was reconstituted with new
Chairman after SNEA agitation in April – May, 2015 and our discussions with
CMD, DIR(HR) and ED(Fin) on 06.05.2015. The Committee has given time upto
15.08.2015. The 3rd agenda of first TBP after 4 years also become
part of the Joint Committee agenda as a result of our agitation. Earlier Jt Committee could not do anything in
this regard.
Ultimately our struggle for that last two years,
from February, 2014 onwards demanding finalization of standard pay scales of
E2, E3 replacing E1A and E2A, implementation of CPSU cadre hierarchy and first
TBP uniformly after 4 years are getting positive recommendations from the Joint
Committee, a very positive and bold step towards the total resolution of the
issue. Our efforts to get the proposal of E1A and E2A scales rejected by DoT
and DPE was the turning point in the struggle.
The report will be submitted to CMD, BSNL on
05.10.2015, after his return from tour.
As expected, two committee members from
official side, Smt. Madhu Arora, GM(Estt) and Smt. Smitha Choudhary, GM(EF)
given dissent note. While GM(Estt) given some alternate suggestions atleast,
GM(EF) completely disagree with all the positive recommendations which benefits
the company as well as the Executives.
The main recommendations are:
a) JTO to SDE and equivalent eligibility shall be
5 years of regular service in the grade and a benchmark to be kept as Good and
not more than one Average. For SC/ST candidates two Average may be allowed.
b) SDE to Sr SDE and equivalent eligibility shall
be 5 years of regular service in the grade and benchmark to be kept as Good and
not more than one Average. For SC/ST candidates two Average may be allowed.
c) Sr SDE to DE and equivalent eligibility shall
be 5 years of regular service in the grade and benchmark to be kept as Good and
not more than one Average. For SC/ST candidates two Average may be allowed.
d) DE to DGM promotion will be restricted to the
availability of posts. The balance DEs may be promoted as Jt DGM (parking Lot).
DE to DGM and equivalent eligibility shall be 5 years of regular service as DE and
bench mark to be kept as Very Good and not more than one Good. For SC/ST
candidates not more than two Good.
e) DGM to JAG- SG and equivalent may be promoted
in the grade of E6 in 5 years as per existing time bound promotion scheme with
the bench mark of Very Good and not more than one Good.
f) The bench marks in above (c) & (d) are
same as in Schedule -II of existing CPC as per Group A RRs.
(g) There are some UPSC recruited DEs or
equivalent of 1995 batch etc as on today. All UPSC recruits of all batches may
be promoted en-bloc to DGM if they meet the bench mark. The executives already
promoted to higher post on post based promotion will stand senior en-bloc.

To examine the implementation of first time bound
promotion uniformly after four years w.e.f 01.10.2000.
Committee is of the view that after the recommendation
given above for CPSU cadre hierarchy, this issue gets resolved partially. As
per recommendation already given for Agenda 1 in the third meeting of committee
on 09.07.2015, the minimum service required for upgradation from E2 to E3 as
proposed in (a) above is 5 years.
To address the anomaly, the committee recommends
that first pay scale upgradation will be given in maximum of five years instead
of six years, notionally w.e.f 01.10.2000. However, existing provision of first
time bound promotion after reaching minimum of net higher scales in four years
shall remain unaffected.

Congratulations to all...
Today, BSNL Board approved the amendments to JTO RR. The RR
was pending before the Board for approval since 10.06.2014. By the new RR, Offtg JTOs will
be regularized as a onetime measure and qualifying service for TTA to JTO
promotion is reduced from 7 years to 5 years. By this one of the major demand
of SNEA to regularize the Offtg JTOs will be materialized.SNEA was pursuing the amendments for the last two years and almost all the
suggestions given by the Assn incorporated in the new RR.
Now SNEA will be pursuing the JTO recruitment (Direct) to shortage
Circles and tenure Circles. Side by side, TTA to JTO LICE also will be pursued.

Congratulations.Amendment in BSNLMS RR
for promotion of Diploma holders to EE posts in Civil/Elect etc wings is released yesterday.
By this clarification, one of the long pending demand of SNEA(I), ie “parity in promotions in all wings” is materialised. This was one of our demand in the agitation during April/May, 2015 in which assurance was given to us by CMD and DIR(HR).

Congratulations to one and all: The Joint committee meeting yesterday on Implementation of standard pay scales of E2 and E3 replacing non standard pay scales of E1A and E2A come to a historic decision to recommend standard pay scales E2 and E3 replacing non standard pay scales of E1A and E2A w.e.f 01.01.2007 for the basic cadres of JTO/JAO, SDE/AO and equivalent cadres.Arrears will be paid once company become profitable. The official side strongly opposed any cascading effect as it is not in the purview of the committee and having huge implications in the future eventhough all Assns demanded for the same.By this, one of our major demand for standard pay scales of E2, E3 etc for JTO/JAO and SDE/AO is nearing resolution and further we could stop the proposed move to demote the basic cadres of JTO/JAO and SDE/AO by reducing the pay scales.The Jt committee was reconstituted on 08.05.2015 as a result of the SNEA(I) agitation in April/May, 2015 and the fruitful discussions held on 06.05.2015.The next meeting of the Jt committee will be held on 27.07.2015 for discussing CPSU cadre hierarchy and first TBP uniformly after 4 years. We extend our heartful gratitude to all our comrades who supported us to resolve the issue
