Replacement of existing non standard pay scales by standard pay scales of E2, E3, etc. for JTO/JAOs, SDE/AOs etc. Further delay unwarranted since main hurdle i.e pension contribution on actual basic instead of maximum is almost addressed.
JTO/JAOs recruited after 01.01.2007 face a huge difference in pay to the tune of Rs 3,800/- in basic pay itself compared to their counterparts recruited prior to 01.01.2007. They are the worst sufferers because of sheer apathy of the management.
Pay scales of 80% of the Executives are not decided even after 7 years --- we are witnessing a situation where nearly 40,000 Executives of the Company virtually constituting its backbone have been demoted by downgrading their pay scales from E1A and E2A and placing them in the provisional pay scales of E1 and E2.
All other PSUs like BHEL, NTPC and ONGC, having hade intermediary pay scales like BSNL, have since switched over to the next higher standard pay scales w.e.f 01.01.2007.
With the main hurdle for extending standard pay scales of E2 and E3, ie pension contribution on actual basic getting overcome, there is absolutely no justification whatsoever for the management to hold back extending of standard pay scales ---- the pay hike is minimal and that too limited to the Executives recruited after 01.01.2007. The expected financial implications are to the tune of about 40 crores annually.

Our G.S Letter to DIRECTOR [HR] reg., JTO TO SDE Promotion

Sub:- Very casual handling of Court cases related to JTO to SDE promotions by CGMT/Kerala Circle inordinately delaying issuing of promotion orders -
Sir,
The preparatory work for JTO to SDE promotion started 1 ½ years back and almost all the ACRs and VCs have been received by BSNLCO after strenuous efforts and persuasion by this Association. It is pertinent to mention here that JTOs recruited for the year 1995 are still waiting for their promotion to TES Gr B even after 17 years, despite the fact that more than 3000 unfilled TES Gr B posts as on 31st March,12 are available in seniority cum fitness quota.
In the meantime, a court case has been filed in the Hon CAT, Ernakulam, challenging the criterion for preparation of All India eligibility list by some individuals. Hon CAT has Given An interim direction on 18.04.2013 “--, it is appropriate to permit the Department to go for finalization of the seniority list in accordance with law, but the same shall be executed for the purpose of promotion, whether ad-hoc or regular, save the leave of the courtsince BSNL counsel didn’t oppose at the time of admission of the petition granting of interim injunction questioning the criterion for preparation of All India Eligibility list of petition strongly.
A similar petition filed in the Hon CAT, Madras in 2009-10 questioning the criterion of preparation of All India Eligibility list of JTOs on similar grounds stands dismissed after detailed arguments and intervention by this Association. Citing comprehensive order passed by Chennai CAT which has attained finality, it was not at all difficult for BSNL counsel to restrain Ernakulam CAT from passing an interim injunction, provided BSNL had acted in time and with due seriousness. What needs to be viewed very seriously is the abject failure of Kerala Circle to file an application for vacation of interim injunction despite repeated reminders from our Assn, Kerala Circle. There has been inexplicable and prolonged delay by the Personnel Section of BSNLCO in finalizing the reply to the petition send by Kerala Circle which resulted in filing of reply by Kerala Circle without the vetting of BSNLCO in the first case.  
In the meantime, another case, with identical plea, was filed and both the cases were clubbed and came up for hearing/admission on 07.11.2013. BSNL was given 2 weeks time to file the reply in the second case. Since the cases are identical, the reply also should have been the same and could have been filed very easily in time. This Association has also impleaded to justify the legitimacy of criterion being adopted for decades together by erstwhile DOT and BSNL, based on administrative instructions and this criterion for preparation of All India Eligibility list has been conclusively endorsed by Chennai Tribunal after detailed arguments.    
Both the cases were listed for arguments on 29.11.2013. We brought these facts to your kind notice on 27.11.2013 and sought your personal intervention to prevail upon CGM/Kerala to take timely action by filing an application for vacation of interim injunction as well as reply to both the petitions. Even though you were prompt enough to direct CGM/Kerala to act expeditiously, but nothing really happened as far as filing of application for vacation of interim injunction by Kerala Circle is concerned. Earlier, the matter was brought to the notice of the GM(Estt) who also took prompt action by asking CGMT/Kerala Circle to take necessary actions. What needs to be thoroughly investigated is as to why no application seeking vacation of interim injunction and reply to the second OA has been filed by Kerala Circle despite your timely intervention and that of GM(Estt). This casual behaviour and failure of CGM/Kerala, who should have been personally and very closely monitoring the follow up actions, is abnormally delaying holding of DPC from JTO to SDE cadre.  
So your kind personal intervention is yet again solicited to direct CGMT/ Kerala Circle to:
a)     File the reply in the second OA with all the relevant facts which are not mentioned in the reply submitted in response to first OA.
b)     Immediately file an application for vacation of stay/injunction and an MA for early hearing along with the reply to  second OA and not wait for 6 weeks time granted by the Hon Court, and
c)      Direct CGMT/Kerala Circle to engage senior counsel for defending the case.
d)     If required, depute some officers from BSNLCO to Kerala Circle to monitor the follow up actions since Kerala Circle has miserably failed in defending the case.

Shri K.C.G.K Pillai,Director Finance retires on Superannuation and the message from DIR -FINANCE



My dear colleagues,
It is with a deep sense of gratitude that I lay down office on superannuation.  As I may not get an opportunity to address all of you through this forum I would like to express my feelings to all of you at this moment of separation.


I entered the then Department of Telecommunications in 1982 and subsequent to the formation of BSNL, I took absorption in this fantastic organization.  During the career spanning more than 31 years I witnessed the great transformation that took place in the Indian Telecom Sector.  I feel proud for the fact that I was also a part of this telecom revolution through DOT and BSNL.

All of us know that BSNL is passing through very tough times. From a position of prominence we have gone down to 5th position in so far as market share is concerned.  When the revenues of all other operators have been increasing our revenue has been going down and now it is almost flat. For the past 5 years we have been incurring losses and our accumulated losses have gone up to Rs.25000 crores. If the losses are not contained we may end up with a situation of cash loss.    We need to introspect and find out as to what went wrong and how we can redeem the situation.  Any amount of reasoning as to why we are unable to perform will not help us. What is required is concrete action. Therefore let all of us put our heads together and come out with ideas which will translate into tangible benefits to the company to reduce its losses which is mounting from year to year.

We belong to a family of two lakh fifty thousand and we have grown with this organization. The time has come to show our gratitude for all that BSNL has provided.  BSNL is second to none in so far as employee welfare is concerned.  Look at the salary structure, promotional avenues or medical facilities provided by BSNL.  They are comparable to other major profitable PSUs.  If we continue to incur losses there could be difficulty in continuance of many facilities that we are enjoying now. Therefore it is essential that all efforts are made to ensure that losses are contained and the company is brought back to its past glory. 
It is not difficult to reverse the present situation and make BSNL the   preferred brand if we do a little extra.  What is required is to develop a passion for your company and lit a little fire in the belly.  The moment we generate the Passion for the organization the whole environment will change and transform itself into a robust organization.  So the crux is;  Let us be PASSIONATE about our organization.  Let us be proud to be part of this massive organization. Let each one of us be a brand ambassador of BSNL.
Before I conclude let me convey my deep gratitude to BSNL and all of you who helped me to be part of this large family.  My stay in BSNL had been very gratifying and fruitful because of the co-operation and support I received from each one of you.  I also enjoyed the deep love and affection showered on me by each one of you.  Many many thanks to one and all.

Bharat Sanchar Nigam Ltd (BSNL) rationalized its all Data STVs for its prepaid customers and till date,  prepaid customers have option to choose Data STV among 12 different denominations. The lowest denominations starts at Rs 17 which offer merely 100MB and gradually increasing denominations lets you to avail more data at less price. The data STV of Rs 39 offers 240MB data usage.

There are two data STVs which offer 500MB data, one is pricedRs 78 and second STV is priced Rs 81 which will be available from 18-11-2013, will offer 500MB of data along with free watching of TV channels provided by M/s Exnxt for 15 days.

SNEA [I] CWC at PATNA [25th & 26th OCT 2013] Details




The CWC meeting held at Patna, Bihar on 25th and 26th October, 2013 was attended by all the Circles except NE II.

 

The CWC discussed the following issues in detail and took following important decisions after extensive deliberations.

a)   Standard Pay scales of E2, E3, E4 etc for JTO/JAO, SDE/AO and equivalent cadres.

b) Promotions in different wings from JTO/JAO to SDE/AO, Regular promotion from SDE/Adhoc DE to DE and Adhoc promotion from STS to JAG.

c) Time Bound functional promotion or CPSU cadre hierarchy.

d) Amendment of BSNLMS RRs to fill up 75% posts of STS on regular basis and earmark the rest for MTs ending Adhocism.

e) ITS issue.

f) 30% superannuation benefit to BSNL recruited employees,

g) EPF centralization and possibility of maximum pension option,

h) Membership verification among Executives’ Associations,

i) Amendment to BSNLMS RR for promotion from SDE(C/E) etc to EE(C/E) etc.

j) Seniority issues.

k) Court cases related to seniority.

l)  Holding of Circle / SSA Conferences,

m) First time bound promotion uniformly in 4 years for different cadres.

n) Implementation of notional pay for JE/AE(C/E/) etc w.e.f 01.10.2000, equivalent to JAO cadre.

Sub:- Implementation of first Time Bound promotion uniformly after 4 years for all the Executives, instead of 4 to 6 years, to end discrimination of JTO/JAOs of recruitment of 1993/94/95/96/97/98/99 with respect to later recruitments:-
Sir,
The Time Bound Promotion policy was implemented in BSNL w.e.f. 01.10.2000 vide order dated 18.01.2007. As per the TBP policy, the first time bound promotion will be due on completion of 4 years of service from 01.10.2000 subject to the condition that Executives basic pay in the current IDA scale has crossed/touched the minimum of the next higher pay scale for which his upgradation is considered (relevant portion of the TBP order dated 18.01.2007, para 3.1 is attached). This condition of 4 years was incorporated in the Time Bound Promotion policy inorder to address the issue of past service weightage in DoT prior to 01.10.2000, otherwise Executives of many recruitment years would get bunched together and their first Time Bound Promotion would be due after 6 years only. As a result, those reaching minimum of upgradation scale in 4 years got their first Time Bound Promotion on 1.10.2004 whereas others got it depending upon when they reached minimum of upgradation scale, however, not later than 1.10.2006. Actual demand of the Associations was however that first Time Bound Promotion should be uniformly given after 4 years to all the Executives, regardless of whether one reaches minimum of upgradation scale or not.
          After implementation of 2nd PRC report w.e.f 01.01.2007, a very serious anomaly has arisen because of this condition. After 01.01.2007, executives got their first time bound promotion after four years whereas JTOs recruited in DOT in 1993/94/95/96/9798/99 and eligible for service weightage got their first time bound promotion after six years. This discrepancy arose because before revision of pay scales, first Time Bound Promotion to JTOs of 93/94/95/96/97/98/99 was given from E1A to E2A scale in 2008 after completion of 6 years. However, after revision of the pay scale in 2007, all the Executives started getting their first Time Bound Promotion immediately after 4 years or as on 01.01.2007 since Time Bound Promotion is now being given from E1A to E2 scale (provisional), instead of from E1A (E1+5 Increment, provisional) to E2A. This was precisely the demand raided by this Association i.e first time bound promotion   for all the Executives after 4 years of service at the time of finalization of EPP.
This has resulted in a serious anomalous situation wherein executives who were eligible for their first upgradation prior to 01.01.2007 got it after 6 years whereas those who became eligible for first Time Bound Promotion after 1.1.1007 are getting it after 4 years. In other words, the JTOs of 1993/94/95/96/97/98/99 recruitment years got their first Time Bound Promotion on 01.10.2006, after 6 years of service since 01.10.2000 whereas the JTO/JAOs recruited after 1999 are getting their first Time Bound Promotion immediately after 04 years of service on 01.01.2007 itself. Thus in effect JTO/JAOs of 1993, 1994, 1995, 1996, 1997, 1998 and 1999 recruitment years having put in 3 to 4 years of service in DoT prior to 01.10.2000 virtually got their first Time Bound Promotion after 9 to 10 years of service.
          This issue can be addressed conclusively only by extending the first time bound promotion uniformly for all the executives after 4 years of service w.e.f 01.10.2000 without any condition of crossing/touching the minimum of the next higher pay scale for which his upgradation is considered. Your kind personal intervention is solicited to address this issue by suitably amending the Time Bound Promotion policy provisions to end discrimination among the Executives.

OUR GS letter to CMD BSNL reg., E2, E3 PAY SCALES of JTO/JAO, SDE/AO

Sub:- Non finalization of standard pay scales E2, E3 etc of basic cadres JTO/JAO, SDE/AO etc for the last 6 years demoralizing thousands of talented and young JTOs/JAOs recruited after 01.01.2007---Major obstacle towards resolution of the issue, ie. pension contribution on actual basic pay instead of maximum of the pay scale stands resolved --- immediate kind intervention solicited to resolve the issue to restore the dignity and sagging morale of thousands of Executives:
Respected Sir,
Finalization of standard pay scales of E2, E3, E4 etc for JTO/JAO, SDE/AO etc has been persistently raised by this Association. At the time of implementation of 2nd PRC report by BSNL, Management proposed E1A, E2A, E3, E4, E5, E6 pay scales for the Executives. The intermediate pay scale of E1A and E2A proposed for JTO/JAO and SDE/AO cadres were rejected repeatedly by DoT since DPE reiterated time and again that all CPSUs should introduce standard IDA pay scales recommended by 2nd PRC and approved by the Govt/DPE, and wherever non standard pay scales are existing, action should be taken to switch over to standard IDA pay scales. CPSUs like BHEL, NTPC, ONGC etc switched over from intermediate pay scales to standard IDA pay scales as per DPE order. Despite clear instructions from DPE to CPSUs to stick to standard scales, BSNL, time and again, proposed non standard scales of E1A/E2A for JTO/SDE to DoT for its approval.
JTO/JAO, SDE/AO cadres in general and JTO/JAOs in particular recruited after 01.01.2007 are the worst sufferers of this anomalous situation. Their pay scales are not finalised even after six and half years. Similarly the pay scale of their promotional post, SDE/AO is also not finalised so far. Since the pay scales of the basic cadre JTO/JAO and the promotional post SDE/AO are “provisional”, the time bound promotions from JTO/JAO grade to SDE/AO grade and subsequent upgradations also became “provisional” as it vary with the finalization of the pay scales. The JTOs of 2007 and 2008 batch were recruited in the pre revised pay scale of E1A (9850-250-14600). The notification for the JTO recruitment also envisages that the “pay scale will be revised shortly and it is likely to be revised upwards". Based on this assurance, they decided to get recruited in BSNL years back.
However, these brilliant and young Executives, full of potential and talent, were shocked and demoralized at their very entry in the Company by downgrading their pay scales from E1A to E1, provisionally, incredibly resulting in a pay loss of Rs 4000 to Rs 5000 per month. Similarly, pay scale of SDE/AO also was downgraded from E2A to E2 provisionally. This decision of BSNL tantamount to demotion of key and basic cadres of JTO/SDE which are to play a pivotal role in revival and future growth of the Company. Human Resource managers in BSNL made a serious judgmental error by astonishingly ignoring incredible and huge potential of these brilliant people and shockingly instead decided to demoralize them at the very start of their career in the Company.
In order to address the issue of pay loss of the newly recruited JTOs of 2007 and 2008 batches, a committee was constituted under the Chairmanship of Sri K C G K Pillai, the PGM(FP/PF). This Association strongly demanded the implementation of standard pay scale of E2, E3, E4 etc as directed by the Govt/DPE in order to address the issue in its totality. However, the committee informed us that this proposal may not have much financial implication for the JTO/JAOs recruited after 01.01.2007 but shall have huge financial implications in terms of its cascading effect in so far as pension contribution on the maximum of the pay scale is concerned. In case the pension contribution issue is resolved and the Govt. decides BSNL has to pay pension contribution on the actual basic pay instead of the maximum of the pay scale, then the Management would be in a position to consider implementation of standard IDA pay scales from E2, E3------- to E7 for JTO, SDE, --- to SGJAG. At that time, likely expenditure to be incurred on implementation of standard IDA pay scales worked out to be about 20 to 25 Crores per annum, minus pension contribution.
Thereafter, this Assn and the Management also continuously pursued the issue of pension contribution on actual basic with the DOT with all the justifications. Recently we have been informed that finally Dept of Expenditure/ Ministry of Finance has agreed to the proposal of the BSNL Management and this Association that BSNL pension contribution would be on actual basic pay, instead of the maximum of the pay scales. By this decision of the Govt., the major impediment faced by the management to implement the standard pay scales of E2, E3, E4 etc is conclusively over and the issue can be addressed now since financial implications would be considerably narrowed down.
Considering the fact that introduction of standard IDA pay scales beginning from E2 for JTOs and onwards will result in huge motivation to thousands of Executives, and especially to the thousands of JTO/JAOs recruited after 01.01.2007, and the positive impact that it will have on the growth of the Company, the expenditure of few crores would be quite worthwhile. It would herald the beginning of a new era for young and potential Executives who are demoralised at the very beginning of their career and will surely result in increased productivity in the coming days. Further the implementation of standard pay scales in BSNL is absolutely imperative, considering that recommendations of 3rd PRC likely to be constituted by the Govt. shortly are to take effect from 01.01.2017 for CPSUs. BSNL cannot by any stretch of imagination approach the 3rd PRC in an anomalous situation where it is not having standard IDA pay scale at the entry level itself.
As the Chief Executive of this mighty organization, you may appreciate the concern raised by the Assn due to the non finalization of the standard pay scales of the basic/entry cadre in BSNL for the last 6 1/2 years which has resulted in large scale demoralization and resentment among the Executives. Now since the major hurdle for the implementation of standard pay scales, ie pension contribution on actual basic pay instead of maximum of the pay scale, is resolved, there appears to be no justification to delay the implementation of standard pay scales in BSNL. Your kind personal intervention is immediately solicited for the resolution of this most important cadre issue in BSNL which shall definitely and inevitably have a very positive impact on the growth of the Company.
